Option to not install certain purchased DLC
Figure this might have been mentioned before, but a cursory search showed nothing. Essentially it would be nice if we had the option to forgo installing selected DLC even if it was purchased, in order to save hard drive space & bandwidth.

For example, I recently purchased XCOM 2 Digital Deluxe as it was on sale and I wanted the expansion packs, but I don't really care about the soundtrack. From what I can tell, there is no way to stop Steam from downloading it, and eating up about 700MB or so of my SSD. It would be nice if unchecking it meant it would uninstall/not download it, but that doesn't seem to be the case.

You already have that option. Right click on a game, select properties, when it pops up, click on DLC. It shows you a list of DLC you own, just uncheck the ones you don't want to install.

Never done it myself as I prefer to install everything but the option is there.

I think you can do this, just where it shows all dlcs installed ( you must have the detail view ), just uncheck the ones you dont want and it will disable that dlc.

Tried that, and it was still there (just said not installed, so I guess downloaded but not installed). Tried deleting it, but even with it unchecked Steam still verified and redownloaded the MP3 files.
