Buy directly with your credit card or other payment method instead of adding money to your wallet first. You can't add money less than $5 because Valve has to pay transaction fees. They don't want transaction fees to eat most or all of those purchases.

You should not have been forced to add $5 for a $3 DLC. The $5 minimum is only for adding funds and not mandatory for regular store purchases.

I always pay directly, because money which is in Steam wallet, is gone forever.
I uploaded 5$ for level 10 once, and used the balance for another game again, I prefer to have my small ammounts on my prepaid card which can be used also in other shops like Amazon, overall this is enough money given to Valve for making no Half Life 3 lol

The problem is that some pre-paid cards will charge small monthly fees if you leave a balance on them. So it's best to either use them right away. If not, online store wallets like Steam, Amazon, iTunes, etc... let you keep that money on there forever. If it's a store you're going to buy stuff from later on, better somplace that won't start taking it from you.
