Increased/Decreased Bandwidth Allocation
You should be able to edit the allowed bandwidth available to allow for better download speed. atm we can only limit the bandwidth speed.

Steam will totally saturate your connection if nothing else is using/shaping traffic. There's no point in a setting within Steam to allow more download speed.

2 months ago we’ve used the actual ‘VALVE’ to control the internet bandwidth, and submitted it to Valve Software, they didn’t like it but I knew that users will ask for such a thing lol

Ummmm that's not really how BitTorrent works, but I suppose a peer based cloud network, similar to Windows 10 updates would really speed up downloads.....this actually might be a really great idea.

The allowed bandwidth available is already everything you got. If you're not getting your full bandwidth, try a different download region in the steam settings.

Since the reason you're getting less than full speed is due to conditions on the internet or traffic shaping by your isp, there's no setting valve can add that affect that.

In closing, steam and BitTorrent use different protocols to download, which means different settings to configure them. You're comparing a ups truck with a fleet of bicycle couriers here.

Unortunately for us, Steam/Valve is not in the business of spending money on updating things or introducing new features, so I think the chances of this becoming a thing, no matter how great a thing it is, are pretty slim. :(
