actually close steam proper when X in top right corner is clicked on
That's what the button is for, but designers seem to have forgotten this.

No. Sometimes I have too many windows open, so I close the Steam window. But I want Steam to keep running so if a friend wants to message me, they still can. The X closes the window. If I want to exit Steam, I right-click on the Steam icon and exit from there.

An x on the top right of the window is simply to close the window, although they can be made to exit an application if memory serves. At any rate, the designers didn't forget anything and in fact seems like the user has.

It still takes up space on the taskbar since all the programs I use most are pinned there. Seems a lot like a PEBKAC issue but I just like having everything accessible without cluttering my desktop.

Ever heard of options? The behavior you or OP describe could be a/the optional alternative instead of a forced upon behavior.

I have a crap monitor which limits my max resolution to 1290x960, it limits the amount of things I can pin and still see.

I would hate if Steam close down everytime I hit the [x], you can rightclick on icon in taskbar, and select "exit" if you need to close down Steam.

Many if not most programs/apps today has an option, where the user can select what the [x] do "close window" or "exit program" that would be nice if Valve added that.

Funny thing, that. Gog Galaxy doesn't close either. They had that as an option once but got rid of it. Now you have to go all the way to the right and find its miniature symbol. Uplay of all things behaves like I want it and closes completely. Say about it what you want but that's a thumbs up from me.

They "could" do a lot of things. But that would stand in the way of being the facebook of gaming.
There's still that upcoming UI upgrade we keep hearing about. Maybe Valve will give us the option to choose what X does.

It was a design choice to not make the program quit when you press that button.

I have Steam running at all times on my PC so it shutting down when pressing that X button would be worse for me. There are also a ton of others like me who just keeps Steam running in the background because it takes so little power.

It's also been some time since I last saw this type of suggestion. We're talking about a year or several months since someone suggested this. So it isn't really something people seems to want.

To easily quit the program you can right click it in the Taskbar and select Exit Steam.

Anyone know if there's an app out there that can control this behaviour in programs? Something akin to 7+ Taskbar Tweaker.

Yeah, I saw that on the community wishlist. Over 2000 upvotes for restoring it, which seems to be a fairly big deal as the most upvoted wishes reach 10-20k afaik.
