Ask whoever owns the rights for said game. Steam has nothing to do with it unless they somehow bought the rights in 2009 or something.

I do not know who has the rights, I just wanted to make it known to Steam in general for making money.I think it's a Steam interest

Except that Valve does not have the power to put games on their store : it's the publishers who make the first move. In that case, as TTMXMP said, you'd have to contact the game's publisher to ask them to put it on Steam.

A cursory research on Wikipedia told me that Midway was the publisher of the original games. You can try starting there.
