Hmm...I'm not sure where you're getting confused here? I'll try to address your statements point by point to mitigate any further misunderstanding:
"Steam doesn't modify games"
Cool, not at all relevant to the discussion though, no game modification required to properly support the Ps3 controller/Dualshock 3 that already has first party Sony drivers available for it.
"The games are the ones that must have controller support"
Well no, not neccesarily, that's the purpose of existence for the Steam controller configuration utility. Using the utility we can configure nearly any controller, map the buttons to various Xinput or Mouse/Keyboard commands. The issue here is that the Ps4 controller is fully supported by Steam's controller configuration utility, while the Ps3 controller is only partially supported and classed as a generic controller.
I'm going to have to assume that you simply don't have any prior knowledge regarding the Steam controller configuration utility. There's nothing wrong with a lack of knowledge, but it becomes problematic when you start making blatant statements that aren't true, if you don't know something, just ask. To access the Steam controller config utility, click view>settings>controller>general controller settings, you can see that the Ps4 controller has it's own classification and the gyro is fully configurable, while the Ps3 controller does not.

Yeah I know, but that is again entirely irrelevant. There are already drivers available from Sony for the ps3 controller, bundled with the PS Now installation. I would like to see Steam utilize all of the functionality of those drivers within the Steam controller config utility, including the gyro.
