I'm with you, this would be a nice feature that helps you get told only when there is a sale that interests you.
An offer to issue a "buy a game" offer for a certain "affordable" "you set it up" amount. The "buy a game" shoud be obligatory - you made the offer, you can't say "no" after they say "yes".
So the publishers will be able to get things in figures - like "1000000 people will buy our game for $5, 200000 for $10, 29000 - for $100"
How to make sure, your wallet has enough balance to purchase everything, you ordered this way? Or would you rather deduct the money the moment, you made this purchase offer?
Either way, this is going to be more difficult than you think.

Let's face it. People looking to buy a game at the cheapest possible price (which is really what this is about) won'tr buy when it's just a price drop. They'll wait for a sale. So all price drop notifications will mean is more spam being sent out by steam and them wasting CPU cycles on something that will invariably have no effect on sales.
