If you had used search, you would have seen this has been asked for a ton of times, and it's still a bad idea.
If you want a more detailed reason why, use the search feature and read one of the other threads.
Animated avatars are in general - annoying.
You have cool things, in Arttwork / showcase, where it belongs on your profile.

184x184 is overrated upgrade to 506px × 928px or more center page!
They also let you upload almost any static avatar you want on your profile that does not violate the rules.
Sounds to me like you don't understand that animated gifs will be heavy abused with porn and other stuff against the rules that will take a lot longer to verify that it is against the rules.
That animated gif suck up a lot of peoples bandwidth and not everyone has unlimited amounts that they can download, some have very limited data caps.
That many games that use a profile picture from steam will be broken because they can not understand an animated gif and that they don't have any devs around any longer to be able to fix that, and publishers will not hire more devs to work on the issues.
Sounds to me like you don't know how to use the search feature before ALL of this has been discussed before and no doubt will be talked about in the future because people are unwilling to try the search feature BEFORE making a suggestion.
seems rather irrelevant, since they (Valve) already place a file size upload limit on all avatars / artwork. Also they don't verify any uploaded content until it is reported as inapropriate, even then, it might be awhile to takedown, like the inappropriate static avatars / animated artwork, and screen shots now.
The only thing I really see animated avatars affecting is maybe in games that might try and display the users avatar. Buy if mine displayed 404 I wouldn't care anyway.
Thought - Funny how, everyone jumps on people for complaining about game download and size patches, and tells them to get better internet 2017. Then says that a 184x184 or 506×928 8MB .gif on a profile is going to KILL everyones internet.
