Besides this sort of open curation of tags is what Valve wants. It wants the floodgates to be entirely non existant. Hence a $100 fee per title and zero vetting afterwards.
This is pretty much what got me annoyed about visual novels in the first place. Its the blatant tag abuse by people making it impossible to filter them from my sight, due to idiots applying arbitrary tags. I wish that tags were only applied by developers.

What about products that are missing tags that they should have? Like every VR product that comes out. None of them have the VR tag added in time before they end up in queues and on the Store page. Seems to me I've had to hit 'Not Interested' on every VR product that has come out because the tag was not there to be filtered by.
Having "Show VR content" unchecked on the preferences page does nothing if the tag isn't there to begin with. Missing tags, incorrect tags, tags placed by trolls, the tag system is flawed.
It's not hard to imagine a title that combines any of the tags. We've seen tower defence+fps, we've seen RPG+fps, good single player FPS typically contains some story, often with video included - why can't it e called a "visual novel"? "Action" game typically means 3rd-person view of the character - and it's often available in FPS titles as well.
I'd prefer seing some sort of "tags rating" for search. like "90% of users consider this title a FPS", "20% consider it a dating simulator" (e.g. one of GTA had that tag and indeed there's a part of the game for that) - so that I can search for something like "give me 80+% building sim list+80+% action game -(minus)80+% RPG"

Be reasonable, those hentai visual novels I linked are not "FPSes" nor "Horror" games.
Yes, some tags make sense for some games, but when people are plain trolling the tag system just because they can, that should not be tolerated.
