Downloading free DLC should not run a game
When downloading free DLC's for certain games instead of only installing the DLC, Steam also runs the game. Steam should not run a game when you choose to install a free DLC.

It does. It happens to me to many games over many years and everytime it causes a lot of questions in the game specific forums. For example the free DLC's for Warhammer Total War are starting the game when you install them and the today released free DLC for City Skylines does it as well.

Isn't it a checkbox saying launch when done? Maybe I'm wrong I don't download much dlc

No it's just starting the game (and installs the dlc as well) without any warning, checkbox or other uncommon screen.
It only happens when you have the main game installed btw. If you don't have the main game installed and download a free dlc for specific game it's just added to your library without starting the game.

It always causes a lot of confusion in games forums since people think the DLC isn't downloaded/installed since the game start running when clicking the download/install dlc button.

Here is one example if you read the comments under the news section:

are you allowing steam to download while playing a game?

steam > settings > downloads

Allowing downloads during gameplay is checked indeed.

But still I don't like a game start running when I click a "download" button.
That's why I suggest this in the forums. If I download a dlc for Warhammer (to play later) I don't want Steam runs Warhammer without asking me.

Yes this is very annoying especially when you get a new game and it has a lot of free DLC
Is there anyway someone has found to prevent the game from running automatically when adding free dlc. Because I swear it didn't used to do that before, it would just add the dlc to the game without launching.

When you don't have the game installed, the install prompt will pop up, and the game will run without a doubt if it is already installed. So that issue is easily replicated.

So is there a way to report to Valve that this is an issue, or what's the chances that's in the next update?

I created the main post at march 22 in 2017 so I do not expect a fix anytime soon myself.
At least nice someone found the threat and bumped it after years that's why I got notified, but yeah, the problem still remains.

Download DLC =/= Launch game

Whoever thought it was a good idea to combine the two should be shot....

indeed, this is a big problem for me. Even for the paid DLCs, it is also a problem. When using add to cart for individual DLCs , it auto check out everytime when you add to cart.

I really hope the staffs do something about their most important transaction features.
