But what if developer is't supporting game anymore or not exist enymore?
on steams end it does.
it is up to the developer to make the achievements work correctly. valve cant fix the coding on a game when they dont have the permission to.
Sometimes there are achievements that are there, but are totally unachievable by design (I'm thinking about Hate Plus and the infamous "Materia" achievement, that the developer put without any way for people to achieve it, making it impossible for people to 100% the game, as "a joke") and when that happens, I honestly feel cheated. Yeah, yeah, call it OCD if you want, but if the game has achievements and this is announced in the Steam shop page, I do expect those to be achievable
I'm pretty sure Steam would rather scrap the entire achievement system that ever try to police every game to make sure they work properely. That's too much work and resources spent for next to nothing in return.
That would only allow massive levels of complaints from people that share a computer with someone. You would see tons of post saying "My brother reset my stats, I want them back.", or the ever famous "My friend was on my computer, and he deleted everything as a joke." Those same messages would also flood Steam support making it even hardder for them to filter out, and help people that have real problems.
