And I don't need or want polls to be included directly into the steam client. You say put it in the launch page of steam, not sure what you mean by that, but if it means I get a poll popup every time I start steam that would become very annoying very quick, with the more games you have, if every single one or even if just 10% started doing polls that would be annoying.
At most polls should only be on the discussion areas, so using strawpoll.com would be good enough for people to use a poll.
Problem with putting the ability right into steam, there are many who would just troll with it. At least with how it is now, the troll has to do more work and go to some other site.

I was thinking of something that would be a new section, like Recent News or Screen Shots. I wouldn't want to see anything that you couldn't ignore easily.
I'm not sure what exactly you mean by trolling using a poll. I think of trolling as posting something designed to start an arguement. Since a poll limits your choices, and you can only answer once it's hard to argue. I was hoping it would be a way to reduce trolling.

Interesting. From the context it sounds like the word "survey" was intended to mean something broader than the user feedback type question I had in mind. If some kind of poll system was set up it seems it might need to be moderated so it would not conflict with Steam/Valve policy.
They probably meant people posting random "hey I have this paper to write please answer my survey" topic.
Which still happen, mind, but if they are relevant to the game at hand, they are left where they are. So yeah, allowing relevant surveys would be an option. I guess.
