People turned it off and left it off, and then complained when their accounts were hijacked. Yes valve can say too bad you turned it off its your own fault, but they would still have to deal with a HUGE volume of messages to support and on the discussion area.
And once peoples accounts are hijacked, they also have to put up with a higher volume of people complaining about being scammed out of stuff too, because they are going to use those accounts to scam people.
So this is why they are not going to allow you to just turn it on or off at will.
Turn it on, leave it on if you want to do any trading at all.

it is easy to manipulate and fake mac and ip addresses. this is why that is NOT taken into consideration. *and never will.
