Upgrade for Call of Duty®: Black Ops II Digital Deluxe Edition

Okay so essially steam has got the Upgrade for Call of Duty®: Black Ops II Digital Deluxe Edition going cheap for only $10. Heres the catch, I don't have Black Ops 2 and I dont intend on buying it. What I do wanna buy is the upgrade itself purely to get World at War (it being the only call of duty game I ever liked). but when I go to buy the game it says I need other content (black ops 2 duh!?) to make the purchase. My question is, is there anyway to bypass this so I can get a cheap copy of World at War?
