Try running Steam as an Administrator
And check the Steam support list of programs which may interfere with Steam.
The only thing I'm not openly willing to try is the suggested uninstalling my Antivirus/Firewall. Nothing on the list is newly installed and should be interfering with just this one game. I've tried installing other games through Steam to make sure it wasn't directly related and they've went through fine. Is there any chance that the issue could be occurring on Steam's end or are there any other leftover alternatives?
One thing I really want to push away from is uninstalling and reinstalling it again unless the method is almost certain it will fix it. I think I've pushed ~40GB of downloads with just this game over my multiple attempts trying to fix it and don't want to be chased down with the "You've used too much bandwidth" e-mails xD. Again, I appreciate your help so far, and if anyone else has something worth trying then please let me know~.
If I come across anything I'll be sure to leave a comment here with what worked. I just wish Steam had a workaround that let us install Steam games a different way if this issue came up ;0.
