With Steam your games are tied to the account that you redeem them onto, or buy them on - you can then download the games as many times as you want, on as many PC's as you want, though you can only log into one PC at a time.
Your accounts are permanent - tying games to the account is a permanent thing - this is the way that Steam works. You need to keep track of the account name, password and email for your accounts. You can use Steam->Change user at the top left of the client to log out of one account and log into the other one, but once a game has been tied to an account, downloaded/installed and played there is no way to move it to another one.
