Download the current steam installer from here -> http://store.steampowered.com/about/

Run it and select repair instead of install

It still shows the message. Is there any way to download the file?

Have you tried verifying integrity of the game cache? To do that, in the steam client, right click on the name of the game in the list, select properties from the dropdown list that appears, go to the Local Files tab and select 'Verify integrity of game cache'

That should download any missing or corrupted files
