I have a problem when downloading steam as i downloaded contrast to elsewhere in C give me one thousand and i want to download me another partition that C does not really have free space that may change the download as i have looked but have not found anything as its exchange download location as i do ?

That was a mouthful. All of that in a single sentence.

Anyway: The Steam Client Beta has the ability to install games to other partitions.
To opt into the Beta, go to your Steam Settings -> General Tab -> Beta Participation: Change. Steam will then restart to download the Beta.

Once in the beta, go back to your Steam Settings and go to the Downloads + Cloud tab. At the bottom will be a button to set Steam Library folders. Click that.

Once you've set up another library folder, when installing a game Steam will ask you where you want the game to be installed to. Note this option is not available for all games at the moment.
