please help and tell me why i can't add any friends except one

You need to buy a game or a TF2 item in order to add friends. With a limited account, you can only be added by people with a full account.

They probably took the game back for themselves.

As a Steam gift or a key? Keys can only be used once and if it's coming up as "Duplicate Cod", it has already been used.

No it was a gift and he didn't take it back because he already has the game and got it so i could play it with him.

So, it was in your inventory? Did you click on "Add to my game library..."?

No, since i can't get friends he sent it to my email and i clicked on the link signed in and it said that it was already redeemed.

That doesn't make any sense... If there's nothing in your inventory, then I suggest asking your friend to re-send you the gift.
