Borderlands 2 wont launch

I recently purchased Borderlands 2 but it wont start when ever i go to start i get a bad disk image error saying something like File XAPOFX1_5 is no meant to run on windows or contains an error. Please contact system admin or software vendor. Now this error is a directx error as far as ive seen. So ive gone and verified the integrity of the game and every time its missing a file(same file everytime for all i know) and even after ive downloaded it I still dont have it because i went and did the same scan again and im still missing it. If i run as admin it wont even launch it come up with an error but if I play it through steam the launcher menu will appear but when i press play it wont play. This is very frustrating and it would be a great help if any of you have any ideas!

What are your sytem specs, OS/cpu/gpu

AMD FX4100 CPU(quadcore)
Radeon HD 7770 GPU
4gigs of ram
Running on windows 7 64bit

I doubt its hardware because it runs plenty of other games like battlefield 3, saints row 3, skyrim, darkness 2, and Diablo 3. Thats just whats installed atm. So ya...

XAPOFX1_5.dll is a DirectX file. Try running the DX redist from your BL2 folder at see if that works. It'll be in /steamapps/common/Borderlands 2/Binaries/Redist/DXRedistCutdown/

Didnt work, it still won't launch.

Its only if I try to run as admin when i get that error. I can get to the launcher without launching as admin but when i press play it wont play. And yes same error
