Opt into the Steam Beta. This can be done by opening up the Steam Settings. On the Account tab, there'll be a button for "Change Beta Participation".

Once Steam has restarted, go back into the Steam Settings and this time go to the Downloads + Cloud tab. At the bottom will be a "Steam Library Folders" button. Set up a library folder on your other partition.

Stop bumping your thread. Your issue isn't more important than others.

Source SDK Base probably isn't part of the new content management system, then. You'll just have to free up some space by deleting other games or programs on your C drive.

You'd have to install Steam on your D: Drive.

If you exit Steam completely and then move the WHOLE steam install folder to your D: drive, Steam should then think it's installed on the D: drive and realise it has space after all.

Maybe give that a try?

Make sure when you're launching Steam, though, that you're launching it from the D: Drive.
