Arma 2 Operation Arrowhead problems?

Alright, Im very new to steam and PC gaming in general, and I literally have no idea what I am doing. All of this PC talk doesnt make any sense to me. Is there anyone that could help clear things up for me? I have used the search option extensively, with no luck.. please dont flame me :/

ANYWAY

I purchased the Arma 2 Joint Operations package this evening for $29.99 and the downloading process was pretty straight forward. I paused the Arma 2 download itself, and just let the Arma 2 multiplayer server? and Arma 2 Operation Arrowhead packages download. I did this because I really wanted to play after watching hundreds of youtube videos. After about an hour and a half of downloading, my operation arrowhead part of the package was complete and I proceeded to install the needed launching software my computer said it required in order to play the game. I then launched the game, and even at the start screen, the lag was horrible. I would scroll my cursur over an option and 5 seconds later it would highlight. I started a bootcamp mission and the fun began.. The lag was even worse than before, and the graphics were litterally blurry and black. I cant see a foot in front of my character, unless I press escape and then the game becomes less blurry, but still very very laggy. I googled my problem and did some notebook changes with no luck. So my question is this, WHAT THE HECK IS GOING ON!? :( Can anyone help me? I know this is probably a very frequently asked question. my computer specs are as follows...

Unfortunately, I don't think the graphics card in your computer is powerful enough to play the game.

What graphics card would you reccomend? Is it possible that you could post a link for me? Their website says they recommend the Nvidia Geforce 8800GT.. I really dont know where would be a good place to buy from, or if that option is actually out of date and there would be something better for my buck? I really want something that will handle what is needed, but wont break the bank.. My budget really isnt triple digits but I could possibly go up to $120ish.. What would you recommend for me? What would be my best option, could you include links? what would be compatible with my computer? I have a Dell Precision 690.
