Radeon HD 7850 struggling?? Help please

Hey people, just bought a brand new pc , AMD Quad Core 3.6ghz , 8GB Ram , 64 Bit Windows 7 , and a Radeon HD 7850 1GB Gfx card. Iv been told these specs should handle most games you can buy through steam, and through doing benchmark tests hardware wise its all fine, yet when i play CS:GO or MW3 , it feels really laggy, almost as if i have hardly any fps? I have tried turning the quality down etc, and its still the same. Im wondering is there certain settings for an ATI card to solve this (Iv always been with Nvidia so kind of clueless with ATI) If any one has ever played counter strike 1.6 on a nvidia card, and forgot to force off Vsync , thats kind of how it feels? Slight delay on the mouse,jumpy,stuttering? Speed testing my internet is averaging at 1.4mb/sec. Any suggestions would be greatly appreciated.

IN Heaven DX11 max AA and max AF don't forget to click the benchmark button (top left of screen) when Heaven starts running.

it scored around 1400 still , min fps was 12.5

I don't know what you are doing but that 1400 score is very very high, the min fps of 12.5 is about right; I have a 6970 2GB gpu which is more powerful than yours and I've an i7 running at 4Ghz with 12 GB of DDR 3 fast memory and my score is 820 with a minimum 16.8 fps.
Anyway, your card looks powerful enough, so you can rule it out of the problem.

Hi i have HD 7850 oc 2gb and still havnt had any problems, you could try installing amd catalys aplication profiles, if you dont have them http://sites.amd.com/us/game/downloads/Pages/crossfirex-app-profiles.aspx

1.4mb/s isnt the best internet conneciton do you find the FPS lag when you are playing online...? what happens to the FPS if you just try a single player campaign...?

I just downloadeded that profile pack from amd and installed it. I still cant see any game profiles in catalyst, but i dont think they eaven should be seen. maybe only custom made profiles shows.

You could create custom profiles if you wanted to tweak some game. But amds profiles should work just fine.

It can be bug by download game. Trying "verify integrity of game cache" then "defragments cache files" It can be done by right click on yout select game then go to local files tab. More important is update your video card and AMD CPU (Windows 7 and AMD is never playing nice together). Also you might want to do check up.

TUTOR Check disk.
NOTES: To do this, be sure you update all video card and CPU driver by download from webite first. If it is not solve problem do CleanDisk then CheckDisk.

1. Click Start button
2. Type "CMD" on run as or search.
3. Type "CHKDSK" on command prompt.
4. If it found error type "/F"
5. If need, type "/R" (don't do that unless you really need to do that)

If it didn't work via normal mode, restart then press F8 many time until you see windows menus before it is boot into normal mode. Choose Safe-Mode command prompt then do 5 thing i tell you.

Would it be worth me formatting and installing windows vista? do you think this may have a difference??

No. It is not worth to installing vista. Vista is not good. You might have to re-installing windows 7.

I have been doing a bit of research , and it seems that alot of people with the same processor as me are having fps problems , and it is solved by updating there bios

Any ideas how to do this??

My processor is a AMD FX-4100
