As it seems now, steam is not responseable for the key not working, it's all on 2k's side (or whoever "their" is).
Also are you sure you are inputting the serial correctly. Usually users mix up letters and numbers. Your best bet is to copy and paste the code from you email or wherever you got it from.
Also I already see the game in your profile so you must have gotten the key correct
Most likely you inputted it incorrectly the first few times in some way triggering the 'lock'. Once the lock was released you inputted the key correctly and it took.
Another explanation is that when you copy and pasted you added white space IN FRONT of the key. Whitespaces/tabs/carriage returns at the end of the key are ignored by Steam. But if you have anything in front of the key the cd-key will fail. I've made this error on occasion depending on how the key is copied from the email or your browser. Doing so give you the 'invalid cd-key' error.
It's unfortunately your initial experience was negative. However I think you'll find the benefits of Steam are good as you continue to use the product.
