Especially that video card (or chipset?) you have.
For instance. I myself have:
Acer Aspire 5742 (Laptop)
Windows 7 Home Premium 64bit
Intel Core i3 380M @ 2,53GHz (2 physical cores. 4 logical CPU's)
Intel HD Graphics
8Gb DDR3 Memory
And my scores are:
Processor: 6.8
RAM: 6.8
Graphics: 4.5
Gaming Graphics: 3.9
HDD: 5.9
Meaning my scores are "somewhat" better then yours, while I have a budget Laptop of about 2 years old.
The Windows Experience Index is really not very useful for much, but it's based on the lowest score you have. In this case, Graphics at 3.8.
A few things about Windows Experience Index...it runs a test to determine performance, and that test is affected by what programs you are running during the test. If you close all your programs, you might get a slightly better score...but it won't be realistic. And while the Index is based on your lowest score, certain tasks will focus more on other scores than the lowest one.
If you want to really raise your score, you have to buy new hardware. A new graphics card will help you out (3.8 isn't exactly bragging rights these days) and increase your score...but personally, I don't put much stake in the Windows Experience Index...the best test is to install a relatively modern game, and check the framerate at different settings. That will tell you how good your computer is...there are also more detailed tests you can use, but I discourage those unless you are diagnosing a problem.
