DirectX9 download issue

i have completed downloading Civilaztion V and installing it to my PC. however, when i open it from my desktop or from Steam it says there's an error with DirectX9 and tries to install DirectX again. i've allowed it to redownload DirectX9 several times, but i still cannot play Civilization V. i end up with a black screen that won't respond, or it just flashes black and closes, but continues to keep Steam tied up saying i'm playing the game.

Browse to this following folder and run DXsetup.exe:
C:\Program Files (x86)\Steam\steamapps\Common\sid meier's civilization v\DirectX\
(If you are using Windows XP or 32-bit Vista or 32-bit 7, it will be in Program Files instead)

IF that doesn't work, search the Microsoft website for DirectX and download it from there.

I also have this problems few times, when i restart PC it's about luck for me it works now or still don't want to.
