I thought the message was either invalid OR key is in use, not both.

I don't have a PS3 so I'm not certain of this.
BTW, when you log in into steam from your PC client, do you see Portal 2 in your library? Because the game only appeared in my account "after" activating the PS3 retail code.
In that case, i think only Steam Support can help you, maybe your code expired...
