Have you tried changing download regions? This will be under settings and Download + Cloud. Select one from the list. Better benefits for closer ones, but those areas which are asleep may be ideal to use for increased speed.
I'd ensure you hard disk is free from errors
HDD has more then 500Gb free, space is not the issue - i never install anything before i check space ;)
I tried to change cloud from Austria to US for example, and it required restart of steam, which i did.
Now - it is showing game as INSTALLED and ready to play ( altho ti was lacking nearly 700 Mb to be complete during first download)
I managed to run it, some scenarios work but i still have issues: London to Brighton for example is full of errors in nearly every scenario: consist loader cant load vehicles etc... Unplayable!
Ok Ill try it, but i think this is LAST game i ever get over Steam , shame that they cant handle this issue or at least reply to us! Money is at their account, and i still dont have game that is playable!

Although I do think Steam should make it clear that is what is needed to complete the download.
First thing to do is Verify the Game cashe and clear the Blueprint Cashe.
If that doesnt work then a complete reinstall is necessary, but that doesnt include a full download.
Railworks is aware of the problems with NEC and are working to solve the missing consists.
