I know this might sound stupid, but are you 100% certain you're under the exact same Steam -account as before reformat? If so, I really can't be of more use.
Just wait for a response from the Support -team, I'm sure they'll be happy to assist you, it'll take a few days - so please be patient. :)

Don't however file another Support message, just add the necessary details in your previous report if you're in a hurry. :) Considering this requires you to prove your ownership of the said account, you'll need to own a retail Steamworks game (aka a retail game with a CD-key that activates through Steam.) and write the Support Ticket -number above it as in this: https://support.steampowered.com/images/faq/2347-QDFN-4366/cdkey1.jpg
If you do not own a retail Steamworks -game, worry not, here's another option:

Never mind that, you'll still have to post this on Steam Support proving your ownership of the said account. It says one's been active on it 36,5 hours ago - so it certainly isn't deactivated.
That profile shows 32 games and some played within the last 2 weeks.
Are you sure yoiu have the library set to show "ALL" games and not "installed"
The f2p games you will have to re-install from their store pages.
try deleting everything in steam folder but steamapps folder and steam.exe and run steam again.
And make sure you are logging in with the right account
I reinstalled steam more than 6 times, formatted the pc and nothing happens.
Please explain that,I dont get wjhat you are saying.
WHat didi you do before this happened in the first place?
And when you reinstalled steam,did you delete everything first?
If you are reinstalling over a bad install that might not fix it.
Im not sure what you are saying but it still sounds like you are logging in to an old account.
This happened to me yesterday, from my steam account and I found I did not have my games (at first thought it might be because I gave him to cancel the Steam update that came out the day before), then uninstall steam and install him again ... nothing happened, everything was still the same. then format my pc and went back to install steam, nothing happened either.
the strange thing is that, when entering my correct data from my account, my account is opened, but with features that had seven months ago, in February, when I had my first game, it is as if they were "separate" accounts in a new and old. the other strange thing is that from the old account (which I can get) I can look and see my current account (which has all the games), then it is confusing. Would have to send all the data to support, so maybe the combine. Never happened.
I hope I have been clear since it is very strange what is happening to my account.
