How to boot steam into safe mode if steam does not open after a fresh install

Hello,

Just a quick guide on how to start steam if you have done the following things:

-Just installed steam
-Attempted to open steam but failed, opening the extracting package window and then crashing. (Steam process ends in task manager)
-Can no longer open steam.

The problem is that the remaining files for the steam installation have yet to be downloaded, so these steps should help you to get steam going.

Step 1: Click the start orb and click 'Run'
Step 2: Type in 'msconfig' (without the ' ') and hit enter
Step 3: Click the 'Boot' Tab in 'msconfig'
Step 4: Check the 'Safe Boot' box, and then select 'Networking'
Step 5: Click apply and press yes when the restart prompt appears.
Step 6: Log in normally into safe mode, connect to the internet if not already and start up steam.
Step 7: Steam should download all remaining files that are required for the installation, and then open.
Step 8: Click the start orb and click 'Run'
Step 9: Type in 'msconfig' (without the ' ') and hit enter
Step 10: Click the 'Boot' Tab in 'msconfig'
Step 11: Uncheck the 'Safe Boot' box, and click apply. Press yes at the restart prompt.
Step 12: Windows will boot into normal Windows OS. Steam should now work!

It does not work for me. I have the "Steam needs to be online to update. Please confirm your network connection and try again" Fatal Error.

Look at the date. This was posted over 5 years ago.

Even if it worked then Steam has changed since 2013. Better of creating your own topic asking for help instead of Necro'ing a post that doesn't help.
