Why can't I gift a pre-order game?

I want to buy a pre-order game for a friend (we both live in the same country, so no restrictions there), but at first I was only able to buy it for myself and now, on the second attempt there is no buy option at all.

It's because it's a cheap russian copy

And why is the store page appear to be in German?

Why shouldn't I be able to purchase a russian copy for a russian fellow mate?

Steam was always in German since I bought the pc and the os in Germany but moved to Russia recently.

I'd assume its a restriction put in place to ensure cheap copies dont leak out of Russia

Strange post aside, your issue most likely stems from the fact that your language and currency don't match up. I feel like this is an issue for Support.

I'm fully aware of the restrictions, they are stated every time in a separate box, just below the screenshot-area. However, it should be the problem of the receipt - if he/she is inside Russia they will be able to play it, otherwise not. In this case the person in just 10km away from me...

It's possible that the issue does not have to do with Russia, but with Germany, if you know what I mean. Either way, I think Support is the best option.

Well, why can't I use the system language that I prefer? What if it was set up as english or chinese?

However...I'm now quite sure you're right and that's the case for Support because just right now I added a few games available for pre-order (AC:BF, CoD:Ghosts, the new XCOM) and the button "send as a gift" was available for all of them. So I suppose it's an issue of X:Rebirth, thus, a case for Steam/X:Rebirth-developers Support.

I think it has more to do with certain "indicators" on an account that prevent it from doing certain things in different countries. I doubt it has anything to do with language, but hey, I could be wrong.

Contacting support would likely be a waste of your time and theirs.

They have gone out of their way to prevent preorder copies of that particular title from being gifted, I highly doubt they're going to make an exception just for you.

if you want to get the game for your friend you need to buy the game first as a gift then send him it because you cant gift the game when in pre order stupidly that heppand me and my friends payday 2 ;S

Maybe because they are outside the blocked region?

That's the only thing I can think of, in that the price in Rubles is insanely low compared to everywhere else (UK costs 250% more!) and they likely won't want people outside of Russia exploiting the price.

It's happened before, so I am only assuming they are doing it with this game too.

But if you can't preorder it as a gift, there is going to be a reason for that and again, they likely won't turn it around just for you.
