Even then you WILL still need to download any updates released since the game.
However, while I'm no Valve fan boy (I do complain about Valve/Steam myself at times) I don't think you can really accuse them of ONLY caring for profit (though of course they do care about profit). Especially when you consider that they support and update their own games for so long and release ALL of their DLCs for free on PC.
I'm not sure how it would profit Valve to make you download a game either.
The thing is Steam is a digital download service. Even with discs the fact is these days you have to expect to download a fair amount of data, it's the nature of PC gaming now with or without Steam.
The problem here really is your crappy internet deal (I realise of course there may not be a better alternative).
