In your library, right click on Garry's Mod > Properties > Local Files > Verify Integrity of the game cache

I would probably whitelist GMod (and other Steam-games) to avoid these kind of situations in the future. Unless you have payed for AVG, you might want to consider switching to Microsoft Essentials - I personally prefer that to AVG.
Have you tried to restart Steam - and eventually your computer? I know this sounds like a stone-age tip, but honestly, restarting sometimes solves everything! If that doesn't work, then you might have to re-install Garrys Mod completely.
I actually thought AVG had changed that procedure - its sure worth a try nonetheless though!
If it is doing this for known-safe things, u should such software to the AV's exception listing.
Then verify game cache for any effected games/tools in Steam to get back the missing files.
i have the same problem and it doent work by reinstalling if you havent checked of to ignore virus from that specific file.
