Oh already found one, format the whole ♥♥♥♥♥♥♥ thing.
Before you restart your pc look for any AMD or ATI folders in your folders, most likely located at C:\ProgramFiles or C:\ProgramFiles(x86). Also search C:\Users\YourName\AppData\ and look through those folders for anything AMD or ATI. If you have other AMD or ATI hardware (Processor Drivers) they may also be located here so please do be careful with what you delete. Next we will be removing registry entries for ATI and AMD, again be careful here if you have AMD Processors, or are afraid to do this step, deleting incorrect Registry Entries can be catastrophic to your pc.
(XP -Win7) Start, run, type regedit or regedit32 to launch the Registry Editor
(Win8) Start Menu, type cmd, right click this and click Run as Administrator, then type regedit.
Now, click on the + sign next to HKEY_LOCAL_MACHINE, and then the Software subentry, and scroll down to the "ATI Technologies" and "ATI Technologies Inc". entries. Right-Click on each folder and select Delete to remove them. Close the Reg Editor and restart your pc. Now let Windows Update install it's default or WDDM drivers for your system and once it's done restart your pc. Now you can run the installer program with your updated drivers. Rage isnt working. i tried install CCC but drivers cant installed, tried another package but it says error 1723
I had the same problem and tried all actions suggested on different forums(including SP1 for W7 installation and complete removal of all display drivers from OS). After 2 days I've found solution on my own: just remove all installed MS Visual C++(search Redistribuable in Control Panel/Programs/Programs and Features) and then install one which comes with CCC package(in my case C:\AMD\Support\13-12_win7_win8_64_dd_ccc_whql\Packages\Apps\VC12RTx64\vcredist_x64\vcredist_x64.exe after extracting the package). Any other MS Visual C++ package - for example downloaded from official MS website doesn't work.
I also had to install older drivers package - provided by laptop vendor but I think this problem was related to switchable graphics(Windows was using only Intel GPU and new AMD CIM was not recognizing any ATI GPU).

all i can say is, if you get this error try an older version of the software and see if it installs as whinedows likes to obfuscate what's really wrong so you can pay an IT guy his days wage to sort threw some obscured error file that spells it out for him.
