Game file downloads stuck on 'Creating local game cache files'
Have been using Steam problem-free for several years, but things have been going a bit awry lately:

- Initially I urchased DLC for "Super House of Dead Ninjas" and despite having the transaction go through and (I think) the DLC installing, it wouldn't leave my cart until I deleted it.

- Afterwards, when downloading games I've been stuck on the 'Creating local game cache files' screen with no progress being shown. This started when Team Fortress 2 wanted to update but the hard drive it was on didn't have enough room. I deleted the game files and attempted to re-install on a hard drive with enough room... after a few hours with 'Creating local game cache files' and no apparent progress made I hit cancel. Steam froze and I restarted windows (7-64 bit) the normal way to get it going again. Afterwards, the same screen showed when I tried to install both TF2 and Jamestown (a 200mb game).

Any advice? Would it be safe to reinstall Steam at this point without anything catastrophic happening to my save files?

Two days later and TF2's status still says 'installing'. Nothing is actually happening.

You may try to repair Steam.

http://cdn.steampowered.com/download/SteamInstall.msi

Download that and then when you run it choose repair.

I had the same problem. I fixed it by going to downloads in my setting and unchecking "limit auto-update schedule" box.
