I have the same problem, let me tell you, it's an account problem, all my accounts have this problem, can't acces the inventory OR market via the steam client, but i'm able to do it in a web browser (mozilla in this case), i asked a trustworthy friend to log my account, and he also couldn't access my inventory or the market with my account, so he borrowed me his account, and i could do everything as normal, so it's a problem that is in the accounts, but can't be something serious i guess, if it was, we couldn't be able to access the inventory in a web browser.
Also, if you have the option to make steam show URLs in the client, you can see that the url when the error shows says something about eligibility check, something like this /market/eligibilitycheck/?goto=%2Fid%2Fneilhart%2Finventory%2F
I also sent a ticket, i know it will take a while to have an answer, but eh, at least it doesn't block me from trading and such.
Be patient, we will have an answer soon, hopefuly.
Also my csGo keep crash while playing.
