It may be because Steam Overlay sends and receive in ANSI and not UTF-8.
Have you tried sending special characters, such as É or ░, with Alt + 3 or 4 numbers ?
If it does not work, then it's in ANSI, and you will only be able to type in romaji.
My Japanese keyboard switches from Alphanumeric to Hiragana by pressing LEFT ALT + ` (grave accent). Hope it works for you! :)
Yes, I can type the "É" inside games. I have both English and Portugese languages set up, so i can use both inside source games.
The key combo I use to switch from EN or PT to JP is "Alt + Shift" but when it switches, it's in Alphanumeric. In order to change it from Alphanumeric to Hiragana, I have to click on the "A" thingy next to the JP in the language bar, and select Hiragana. It works outside applications, but inside games it still only types in Romaji.

The shortcuts for Hiragana and Katakana are Ctrl + Caps Lock and Alt + Caps Lock respectively. I have to use that because when I change the language to Japanese, the default is always Alphanumeric. Sucks but hey, at least we have those shortcuts :)
