Strange Freezing Problem when Steam Starts
So I've had problems before with Steam starting, but nothing like my current situation.
First off, Steam "starts" when windows loads up. In that the process is running, but I can't access the window or restart steam without using Ctrl+Alt+Delete -> Task Manager -> End Process on Steam.

After that, I click to start the program, and the Connecting to account shows up will never actually connect. I've had that problem before, so I tried renaming the .blob to Old and restarting, but I get the same problem.

I noticed then that the Steam window seems to start. At the bottom of the Task Bar, Steam has 3 windows: the connecting window (which is frozen), the Steam window (which I cannot open or do anything with), and for some reason a Valve Hardware and Software Survey window (which I also cannot open or do anything with).

I have tried restarting Steam, restarting my computer, and reinstalling Steam. I am at a loss for what to do now.

First off, don't make any changes to .blob, please place the original back. I'm guessing that you can eventually get into Steam? First I would recommend disabling Steam from startup. Go To View -> Settings -> Interface -> Disable Run Steam when my computer starts. Second, when you first startup windows, let it do it's thing, give it a couple minutes before you start opening programs. You can see if the pc is done with startup programs with Task Manager: Right-click windows taskbar, open Task Manager, and click the Performance Tab, when the HD and CPU cycles have completed then you can go ahead with Steam.

Hmm, reading more seems you can't get into Steam, correct? If uninstalling and re-installing Steam does not fix this problem you may have errors with .NET or windows itself. In that case I would recommend a Windows Re-format.

I can get into Steam, but not on my laptop.
It seems to be stuck somehow between finishing updating and actually allowing me to access Steam fully.
I will try disabling it from Startup and maybe see if I can fully remove it from my laptop if that doesn't work.
Luckily I won't lose much, most of my main game stuff is on my desktop.

Okay, I was able to uninstall Steam. But I went to reinstall I got an error message that said:
" Steam.exe (main exception): ERROR: copying SteamNew.exe to Steam.exe failed, Win32 Error 32 'The process cannot access the file because it is being used by another process."

How the hell can it be being used by another process if I uninstalled it?!

Right click your taskbar in windows, and start Task Manager, make sure nothing related to steam is still running.

Before you uninstall I would go into C:\Steam\ (most likely you have it in C:\ProgramFiles (x86)\Steam\ ) and copy your SteamApps\ folder, this way you don't have to re-install the games, then delete the whole Steam folder after uninstalling. Upon re-installation sign in and update steam. Then place the SteamApps folder back where you got it from. From there you'd want to Verify Steam cache files for each game.
