There are stores that sell legitimate keys, such as Steam themselves (ok, technically they don't sell keys, they just stick the game into your library), greenmangaming, humblebundle, amazon, gamersgate and possibly some more that I don't know or remember (sorry). Such stores can offer great deals as well, but usually only via short-term sales -- so don't expect to find your "empire" on sale today.
Also, when buying games outside Steam, double-check to make sure it's actually a Steam version you're getting (if you want one, of course). Some games exist in more than one "package"; Steam will only sell you Steam versions, but the others have no obligation to only sell Steam games. Any serious store will tell you if a game activates on Steam, though.
The shop you bought the game from is really serious ... about not helping you? Or what are you saying here?
To activate the key you need a legit key. If you feel scammed because of that simple notion, that's perfectly fine, but let's be honest, you're directing your anger at the wrong people.
