Well he only has ONE of the games... and if valve add the second, then they already KNOW about it....

so it looks as if it's a larger scale problem.
Log into a Steam account, then enter the key and you will either be informed that you already own the product followed by giving you the option to install it (like this: http://cdn.utekno.com/wp-content/uploads/2013/08/steam-product-already-owned-385x480.jpg ) or you get notified that it's a "duplicate product code" and for what subscription, if it isn't already registered on your account. That way, the retailer is easily able to verify what game the code is for. Since the OP already activated the key, there won't be any danger of "wasting" the key on an account at the retail place either.
Still waiting on 2K to get back to me...
