Question about the steam web API terms of use
I've recently been considering developing a program which would aid me in steam trading, however, I saw:-

You may not use the Steam Web API or Steam Data for unsolicited marketing communications.

The exact details of the program aren't currently set in stone, however, obviously it's going to revolve around trading. This, obviously, is a marketing communication as defined by google:-
the action of buying and selling goods and services. synonyms: commerce, buying and selling, dealing, traffic, trafficking, business, marketing, merchandising; More

And, the people I'll be trading with won't have agreed to be indexed by my program (And, in fact, won't even know unless I've chosen to speak with them about a product in their inventory), so, it will also fall under 'unsolicited'.

So, currently, I'm 100% not allowed to use the steam API for my current purpose (And, I respect that, if I can't, I can't).

So, now I'm wondering:-
Is the above only targeting people trying to advertise third party sites/etc, or, does it also apply to people using it to target people for good deals with on-site trades?

Currently, it seems like both, but, I won't be excused unless I ask, eh?

Just an extra note, as, it might help my case, this program is for personal use only.
