i want to know where are patches of the game are being located in the game folders ?

Steam auto downloads all patches for games.

And I don't think it downloads the setup file, it just downloads the files and applies them instantly to the game.

so that means i can't copy the latest patches only to another pc ? and i have to download it from the steam in the other pc - is that right ?

Yep.

Note that you can backup a game, transfer it to another computer and install the game onto that provided you log onto a Steam account that has that game on it.

I seem to be missing one of the official patches for Skyrim (Version 1.9.29.0.8) because I'm experiencing one of the bugs (Vekel not taking the journals he asked me to find). Any idea of how to download and apply a patch that Steam seems to have missed?

Or let Steam apply a patch to a game on one machine, then copy the root folder for that game over to another PC so the files/versions are exactly the same.

There is an unofficial Skyrim patch mod you should look at also.
