Green bar while watching videos

Every time I try and watch a video through steam, be it a game trailer/developer vid/internet videos (on the overlay), there is a green bar that appears on the top of the video that causes the whole thing to be strangely discolored. It's not a huge problem, as the videos still work with full audio and all, but it is kind of annoying.

I've tried multiple times un-installing and re-installing Adobe flash as per the instructions on the Steam Support page, but it does not seem to work. Anyone else have this problem, and if so, how do you fix it?
