You can report them via their profile (More -> Report Violation) and contact Steam Support if you wish.
There are also a couple of third party websites set out for giving "rep" to trading. I don't know any off the top of my head as I do not trade, but I believe most take a screenshot as evidence (Even though they can be easily faked...) and they'll put a negative mark on their third party system for that person.
While that is true, it's still a scammy move which isn't allowed. Johnny Whiplash will not get his items back, but he's still within his rights to report the scammer, just through the proper means, of course (IE: Not these forums).
I know thats what puzzled me I figured it was his first time raffling or something
