Solution for Steam’s ‘Download Restarts’ Problem if none is working.
Edit 4 (latest): While downlaoding, turn off the auotamtic updates by selecting "Only update the game when I launch it". Also, participate in the Steam Beta Client updates. And, always Exit Steam properly when you want to give your PC a break. And if, GOD Forbid, it still goes back to 0% after you turn on Steam, wait! It will probably roll back to its actual progress. (Thanks to Bad-Motha for the advice)

Edit3: Solution MIGHT not be working after Steam's many updates to the client.
“Game downloads up to a certain percentage e.g. 60% and then you have to end your day and shut your PC off. So you shut it down. But wait, as you start your PC and steam the next day i.e. Time for the download to resume, you see this in the game download’s progress’ area instead of resuming:

. Pre-Allocating Data..
. Download starting…
.Game downloading: 0% done

OR you see that your download doesn’t have the progress up till the yesterday’s 60% but something very reduced like 12% or commonly from the kick-off area i.e. 0% percent.”
This problem is found amongst many steam users. All they can do is complaining on forums everywhere and demanding Steam for the fix but Steam isn’t working on it at all. Other fellow users suggest some ways for its fix but none works. Well, I have found a somehow fix for it.

FIX
So before shutting down your PC, you should do the following:
Go to:
C:\Program Files\Steam\SteamApps\downloading
There you’ll see a folder and two PATCH files. Just Copy those PATCH files and put them into another folder in some other place e.g. on desktop. So you’ll have one copy of two PATCH files on the desktop and the other in its original directory.
The next day when you turn steam on and if the download is messed up again i.e. Restarts or resumes from a reduced percentage point, let it go on for a second and then close steam. Now copy those two PATCH files from your desktop to
C:\Program Files\Steam\SteamApps\downloading
And choose ‘Replace the files’. Now open your steam again and you’ll see that download starts from the exact place at the point when you copied them last time.
Do this each and every time when you close steam. It’ll resume from THE EXACT PLACE WHEN YOU COPIED THOSE FILES.




What are those PATCH files?
These PATCH files are the files where the download cache or download progress is stored and updated every minute automatically.

ok so i have been download loading this 23.3 gb for the past day or day and a half then all out of no where this morning my WiFi quits on me and said ♥♥♥♥ you so i switch my personal hotspot on my phone and then it says 0 bytes/s current then im like wtf after that i come back to my download only to see it at the beginning of the download not resume where it left off nah and the time says wait 15 hrs and i don't want to do that ♥♥♥♥♥♥♥♥ again ♥♥♥♥

i Have sa Same Problem With This! I started downloading it and i'm still waiting it to finish but ♥♥♥♥ the electricity in this city is Poor and when i go back to home my dota 2 % is 80 then the browout come's it's coming it on 10% SO SAD

I cannot seem to understand where you pasted those files. Can you tell me the directory where you pasted them?

What have seemed to work for me is:

> Copying the folder that Steam previously created in "C:\ProgramFile\Steam\SteamApps\common" for the game in any other place.

> Uninstalling the game from steam after the copy is done.

> Making sure the game is not showing even in the downloading folder (Make a backup of it just in case).

> I personally opened steam to make sure again it wasn't installed at all.

> Closed Steam and copied the game folder back to "C:\ProgramFile\Steam\SteamApps\common"

> Opened Steam again and Initialized the download as one would normally do for the first time.

Steam would automatically start to search for previous files and recover most of it. At least in my case, it happened with two games already, the first recovered around 85% of it and just now Borderlands was recovered completely at 100%. I hope this also works to somebody else. I don't know if somebody posted this already 'cause I haven't checked the whole thread but anyways, good luck on getting downloads back.

Happened to me with Tabletop Simulator.

I started downloading it with my normal DSL "broadband" connection (42kb/s dl speed, hooray), and days after starting, when the download was at 3,70gb from 4gb, I was lucky and able to switch to a better connection via WLAN (LTE via adapter/router). When I switched to the new connection, fired up steam and clicked on "resume" for downloading the rest of the 4gig, IT RESTARTED THE DOWNLOAD COMPLETELY from the beginning and downloaded all of the 4gigs at once, instead of just finishing the other one. It wasn't a long disconnect after switching the connection on my PC, just a few seconds. I just switched the connection manually at the control panel.

But it was enough to screw something up apparently.
The download was super fast thanks to the new connection, but it costs me 4gig of my fresh 50gb monthly prepaid volume... I could have stopped the download right away again, yes, but I was angry and wanted the DL to finish. I am not sure if the 3,7gb is still around on my hard drive, which would be even more annoying if this tooks 3,7gb from something that probably won't ever be needed again :/

Does anyone know if the data is still there?


Not having access to actual high speed internet isn't just sad enough in a first world country, but when things like that happen... it's even more sad and difficult these days.

Hi I have 11 patch files inside my downloading folder. What do I do?
I have found a solution to this problem. You should copy hole downloading folders instead of patchs. When ever steam rest download you delete downloading folder in steam and replace that to downloading folder you copied previously. My downloads restarted 26 times now I found a solution hope it will work for you too guys.Your Neo

I had the same problem today while downloading PES2018. Thank God I found a solution very shortly cuz it would take me another 40h to redownload on my slow dsl. I did this:
-closed steam
-made a copy of all my downloading folder content (it was inside "C:\Program Files (x86)\Steam\steamapps\downloading\592580" in my pc) to where the game should be in the end (C:\Program Files (x86)\Steam\steamapps\common\PRO EVOLUTION SOCCER 2018 )
-moved all .patch files with the name 592580 from my C:\Program Files (x86)\Steam\steamapps\downloading
to C:\Program Files (x86)\Steam\steamapps\temp
-also moved appmanifest_592580.acf to the \temp folder
-started steam
-in the library, clicked on PES2018 > install
-just clicked next>next>next on the installing screen. steam then started to scan the folders looking for the downloaded files. It resumed the download at 90% (It was at 96% before crashing but its better than restarting from 0%)
