Solution for Steam’s ‘Download Restarts’ Problem if none is working.
Edit 4 (latest): While downlaoding, turn off the auotamtic updates by selecting "Only update the game when I launch it". Also, participate in the Steam Beta Client updates. And, always Exit Steam properly when you want to give your PC a break. And if, GOD Forbid, it still goes back to 0% after you turn on Steam, wait! It will probably roll back to its actual progress. (Thanks to Bad-Motha for the advice)

Edit3: Solution MIGHT not be working after Steam's many updates to the client.
“Game downloads up to a certain percentage e.g. 60% and then you have to end your day and shut your PC off. So you shut it down. But wait, as you start your PC and steam the next day i.e. Time for the download to resume, you see this in the game download’s progress’ area instead of resuming:

. Pre-Allocating Data..
. Download starting…
.Game downloading: 0% done

OR you see that your download doesn’t have the progress up till the yesterday’s 60% but something very reduced like 12% or commonly from the kick-off area i.e. 0% percent.”
This problem is found amongst many steam users. All they can do is complaining on forums everywhere and demanding Steam for the fix but Steam isn’t working on it at all. Other fellow users suggest some ways for its fix but none works. Well, I have found a somehow fix for it.

FIX
So before shutting down your PC, you should do the following:
Go to:
C:\Program Files\Steam\SteamApps\downloading
There you’ll see a folder and two PATCH files. Just Copy those PATCH files and put them into another folder in some other place e.g. on desktop. So you’ll have one copy of two PATCH files on the desktop and the other in its original directory.
The next day when you turn steam on and if the download is messed up again i.e. Restarts or resumes from a reduced percentage point, let it go on for a second and then close steam. Now copy those two PATCH files from your desktop to
C:\Program Files\Steam\SteamApps\downloading
And choose ‘Replace the files’. Now open your steam again and you’ll see that download starts from the exact place at the point when you copied them last time.
Do this each and every time when you close steam. It’ll resume from THE EXACT PLACE WHEN YOU COPIED THOSE FILES.




What are those PATCH files?
These PATCH files are the files where the download cache or download progress is stored and updated every minute automatically.

I have this problem with DotA 2 and iv tried to download it 4 times now.
I dont pause it or turn my laptop off or exit Steam or anything it would just suddenly restart the download ):

I think i got the same problem today (13/Dec/2013 2:20 PM GMT+7), I paused the download process for awhile, it downloaded about 475 MB from 526 MB, (quite a long time to download it), but when I resume the download process, the percentage restart to 0%, and it wont go up above 1%

I've had this problem lots of times before. And I found a solution.

(Not really sure if it's a solution, but ever since I did it I stopped getting restarting downloads).

I disabled automatic updates for the game I was downloading. Sure, every startup I have to manually resume it, but at least it wont restart to 0% anymore.

ERMEGURD!! I was so lucky downloading rust then my steam crashed I was crying (literally) then I restarted steam and my download was still downloading!!!
ps. i was using my mac

YOu just restarted steam and progress rocovered? Was YOUR progress also damaged?

:( I asked steam and they answered me with multiple lookout solutions which don't work.

same here not going to download dota 2 because of this don't care how good the game was I was 4.8 gigs out of 4.9 gigs don't even pause the download restarts to 1% not going through that again.

@Slim Shady when I copy the patches to another folder in desktop, and my download restarts, and when I replace the patch, it doesn,t work because the patch in my desktop contains 125kb and then when I replaced it, it still go back to 1kb...thats a proof and still does the same. can you help me???

Yeah! :/ Sad but true. In the first days of when I found this solution, this thing was working smooth as one likes. I used to download L.A. Noire in different days of the week for sometime and everytime I had to quit steam, I used to backup the PATCH files. But that was last year. :/ And after that I didn't use to be on Steam much but when I returned and started downloading Arkham Origins, NOPE, it won't work. I tried my best to workaround but it won't work.
First, Steam doesn't help us in solving this darn problem
Second, when I found a workaround, Steam simply kills by killing the possibility of that solution to work. That is so sad. :'( I was like : Oh c'mon Steam What the hell is up.
Friend, I have exams now. I'll try to find another way after that if Steam doesn't fix it. And you can try backing Patch files regulary and everytime. Like if you have backed the PATCH files when your game was downloaded 1GB, and then you use THAT PATCH files after couple of days, it won't work. So try to BAckup them up always you quit steam, so if you then have to use them, "the time when they were backupped" isn't so old. You know what I mean? It should not be more than a day or half a day. Maybe it'll work then. Got it? I hope it helps you anyway.
Cuz you can try cutting the PATCH files to somewhere of a running downlaod and then starting steam again and you'll see your progress is lost and then you close steam again, and put those PATCh files again, you'll get you progress back. A type of experiment you can do with PATCH files if you don't believe that that PATCH files are of use ever. Take care

I just copied the whole files from my C:\Program Files\Steam\SteamApps\downloading and paste it on my downloads where my steam setup is located and when i opened my steam download of dota2 it automatically resume on my last progress....
