I have two accounts and when I login to one with small amount of games, many games will show up in it's library but can not play it unless I purchase them or login to the other account which owns those games.
This is very common with multi-user computers and is a great point of steam. You share the same game files but whether you can play it or not depends if you have purchased the game on your account. If you did not purchase, you miss out until you purchase. If you purchase it, then because the gamefiles are already there, you can instantly start playing.
So you don't know NOGINRIOSENGEIS? Your brother? Your sister? Your mum or dad? Your friends? Could be one of them.
NOGINRIOSENGEIS is not the community profile name. It is the Steam ACCOUNT name. Remember your community name is dfiferent from the steam account name you use to log in to steam. I know because I logged in to my other account and games from my main account shows up as my account username and not "robo8181's games".
