Steam just changed all hours played for every game in my profile. Including my biweekly hours as well.

Well, if they are discarding old data for some reason you can proudly show people that you've achieved the 'complete the game 500 times on superimpossiblehardcore mode' achievement in just 1 hour of playtime :-)

Also if u play a game without Steam Community In-Game Overaly enabled for either Steam or a particular game, your gameplay hours and achievement tracking won't work.

No, sadly time is server-side and not client-side. This means that it connects to a server to get data that you can't edit but some people use anti away from keyboard scripts or idle. I wouldn't suggest doing this you could get banned. Also i wish steam would make achievements server-side that has to connect to the client to get data so people couldn't set there achievements.

Sorry not possible unless you find a backdoor inside of steam's servers. Even if you did find a backdoor you could be thrown in prison or sued so I wouldn't suggest trying to do this.
