Steam Downloading Starts and Stops
Basically, when updating or downloading a new game, it begins downloading, but then slows down and stops. Then starts up again so it ends up looking like this:

My connection is slow, but while doing direct downloads off the web, or anywhere else for that matter, it is a constant speed. This only happens with Steam. I've also tried changing which server to connect too, nothing.

Any guidance? Cheers.

Just curious how many of you having this porblem are running windows 8.1? I'm begining to think it might be related to the issue.

ITS about firewall - even turned off is working with steam, i turned it off and now it goes full speed all the time!
My windows isnt english so im trying to explain this another way
in windows 7 go to control panel
system firewall
at left bar go into advanced settings
at left bar choose something about incoming &&&&&&
find "steam" tick this
and at right bar under "steam" in blue background "turn off &&&&&"

I have 2 "steam" titles so i turned of both of them, now its downloading with constant 5,7 MB so it's full speed,

The issue I personally am having I realized just now is that it comes down to write speed. By all rights I should be able to hypothetically have 45mb/s download speed. The average download speed I had was about 13mb/s (intense I know) then about 5 months ago it dropped to about 5mb/s (woe is me) wasn't a big deal sense I could still download skyrim with hi-res pack in just under 20min. Then it dropped again a different way, now it will sporadically stop downloading and restart. The issue I face is write speed which means that my hardware (specifically hard drive) cannot keep up with the download. The reason this problem is likely not answered everywhere is that for each person that reason will slightly different. It's like telling a doctor you feel weak when there is literally millions of reasons why. It might be valve servers, internet throttling, firewall, router saturation, RAM corruption, etc. So you really have to try and guess what might be wrong and deal with it.

TL;DR Weakest link in your system or valves system will cause this, in mine computer it was my hard drive write speed.

For me the issue seems to be windows 8.1! Not windows 8, but 8.1. I just formated and reinstalled my copy of windows because I've been so sick of the issue's I was having. When I was still on Windows 8. I downloaded an entire game, uncapped speeds and I had no proble. My disk usage hardly went about 10%. I just ran the and installed the 8.1 update and now I'm experiencing the same problem as before.
did anybody try non-steam download? (some free to play client with several GB)

for some time now steam starts downloading games with 10MB/s (i have 150Mbit so theoretically it should be 18MB/s peak) after a minute download is throtteled to constant 1 or 2 or 3MB/s for 1:30 - 2 minutes (no deviation), 10MB/s again for 1 minute, a.s.o. this prolongs a 5 minute download to 30 minutes. restart download, restart steam, restart pc, even deleting steam files (beside steamapps folder and steam.exe) and reinstall steam makes download continue at last state (e.g. 30 sec of 10MB/s then throttling).

of course my task-manager no longer gives numbers for downloaded bytes and cryptic characters for utilization, but planetside downloads 2GB in 4 minutes (seen 1GB/minute in the past)

this is ♥♥♥♥♥♥♥♥ in my opinion. I can download a 6gb game from origin servers with in 15 min and I have to wait 10 min to download a 79mb DOTA2 update from steam. WTF guys...

Downloading a full game will often be faster than updating an existing game (depending on size of course). Steam's update system works by extracting all your game files in a /temp folder, and only change the files needed for the update and not download the full game again. This means that not only your download speed but also your HDD's read/write speed matters.

When downloading a full game steam doesn't have to move the files multiple times.
I'm downloading dota 2 for about 7 hours and still not finished because of the same issue.
Steam problem or just our connection ?

and downloading a 3 GB update on origin takes me 5 min to do. this is not game install but game updates... and that still doesn't explain how i can get 3 MB/s dl for 512mb dota2 update and have it stop at 487 and have all speed completely drop off and then wait 20 minutes for it to resume....

IT TAKES ABOUT 20 TIMES LONGER THAN ORIGIN !!! VALVE; DO YOU WANT US TO GO TO ORIGIN? ITS NOT A PROBLEM !

AND BTW. I'M RUNNING MAC OS !! SO THERE IS NO FIREWALL !

There is also a chance that steam didn't pay your internet companies extortion payment. See net neutrality. Like how comcast could have ruined netflix but netflix coughed up the millions of dollars for a "dedicated" line and their customers more than doubled their streaming speeds instantly
