I have 75mb internet speeds, which gives me downloads up to 10mb/s on steam. However, Origin gives me 14mb/s, and Battlenet gives me 21.7mb/s when downloading games. Only Battlenet gives me no problems like Steam or Origin. Origin downloads and reloops over and over.
The solution which worked for me was to disable Jumbo Packets on the network card interface.
I like to use Jumbo Packets for faster file transfers of large files but recently at work my computer was unable to access a Linux based NAS device on the network and the reason was Jumbo Packets. I disabled that and all was fine. That got me thinking about it for Steam and I figured why not try disabling it. Voilà, everything is fine now.
I hope this helps someone else out there as frustrated as I was. I have never posted on a forum before in my life and only did so because this drove me crazy and I hope it helps someone else solve this very annoying problem.

I have 85/85 dl speed, use reliable dns (not isp provided ones), even disabled firewall, and yet still have the games download, then stop.
