Steam Downloading Starts and Stops

Basically, when updating or downloading a new game, it begins downloading, but then slows down and stops. Then starts up again so it ends up looking like this:

My connection is slow, but while doing direct downloads off the web, or anywhere else for that matter, it is a constant speed. This only happens with Steam. I've also tried changing which server to connect too, nothing.

Any guidance? Cheers.

Google steam download start and stop and you'll find some threads from 2010.

I have 75mb internet speeds, which gives me downloads up to 10mb/s on steam. However, Origin gives me 14mb/s, and Battlenet gives me 21.7mb/s when downloading games. Only Battlenet gives me no problems like Steam or Origin. Origin downloads and reloops over and over.

God I'm not the only one then. Does the download stop and Queue for 5 minutes the stops? I'm trying to work with Warner Bros support because Shadow of Mordor crashes and now this! We are down to redownloading the damn game because everything else checks good. Downloads worked fine before. Bang my head on wall FFS

I know this may sound weird but mine seems to download at a constant speed when I don't watch it...! as soon as I tab to check hows it's getting on it drops out and bounces along the bottom... then tab away for 5 mins or so and when tab back its constant again, WHAT IS GOING ON!

try choosing a different server. my download was on 13mb after 3 hours! i changed my server to poland and it is now at 147.8 after like 2 mins after doing that, u can change it by going steam>settings>downloads :) i hope this helps, i can understand the frustration im trying to download cs : go

I have had this problem for some time and it has been driving me nuts. I have six PCs with Steam on it between me, my kids, and my wife and only one of them had this problem with the downloads starting and stopping.

The solution which worked for me was to disable Jumbo Packets on the network card interface.

I like to use Jumbo Packets for faster file transfers of large files but recently at work my computer was unable to access a Linux based NAS device on the network and the reason was Jumbo Packets. I disabled that and all was fine. That got me thinking about it for Steam and I figured why not try disabling it. Voilà, everything is fine now.

I hope this helps someone else out there as frustrated as I was. I have never posted on a forum before in my life and only did so because this drove me crazy and I hope it helps someone else solve this very annoying problem.

I know what you're talking about because I had an issue with Playstation Network installing games at 14% and corrupting. But I thought the Large Jubmo Packets was disabled by default? I will check mine and see if anything changes.

As I suspected, the jumbo packets feature is disabled on my system.

This has been an issue for over 3 years.... And it is why I stay away from Steam unless a game I want can ONLY be found here... Really is a steam turn off.

Steam has such a huge library of games that it's almost impossible to avoid. I feel battlenet client the best client by far for me.

I'm not sure why it doesn't have a option to download in safe mode like Origin. Definatley not buying any games on here till it downloads. Might even just go back to hard copy. Make life easier. But yeah Steam does have a huge library and they have some good sales but what a headache

Yea. Jumbo packets feature is disabled by default in most systems. That safe mode option would be nice but it should be a last resort type of option. As long as this problem have existed, it seems that only a few are experiencing it. I just don't understand why it happens at all for anyone with decent connections/set up.

I have 85/85 dl speed, use reliable dns (not isp provided ones), even disabled firewall, and yet still have the games download, then stop.
